Capacity Building of all Officials of Janata Bhawan

Secretariat Administration Department, Government of Assam recently conducted extensive Trainings from 15th October to 1st November 2019 for the Secretariat Service Employees of Assam Secretariat on “Manav Sampada” in partnership with National Informatics Centre (NIC), Guwahati as a part of capacity building initiatives of the Department to make all Employees digitally literate. Also, the Digital India Campaign is a subject that the Hon’ble Prime Minister holds dear, which envisages to deliver government services digitally and to promote universal digital literacy and in line with this Campaign, Secretariat Administration Department is taking initiatives to promote the Digital Assam initiative of the Government of Assam in a big way

The Trainings witnessed huge participation and generated great enthusiasm amongst the Employees. Manav Sampada is a user-friendly IT software solution designed and developed by NIC, Himachal Pradesh State Unit, Shimla for Human Resource Management in the Government Sector. The software is hosted on NIC Cloud (Meghraj) with 5 web servers behind the load balancer to allow multiple simultaneous access by user States with quick response time with integrated e-mail and SMS based alerts to the users.

Training Program on Manav Sampada to officials of Assam Secretariat

Assam is a pioneer state in adopting Manav Sampada for comprehensive Human Resource management through electronic records at the Secretariat level and District levels. The Trainings encompassed major features of Manav Sampada like updation of Service Books, online submission of leaves and approvals thereof, submission of Annual Confidential Reports (ACR), Annual Property Returns (APR) and Transfers and Postings. Secretariat Administration Department has successfully digitized the Service Books of all Employees of Janat Bhavan and has effectively rolled out the online leave, ACR and APR modules for the entire hierarchy of Employees. Further, Manav Sampada is also being implemented in all the districts of Assam and the Employees of District Administrations have been intensively trained to use the software.

Thus, Secretariat Administration Department under the able guidance and dynamism of the Hon’ble Chief Minister of Assam has initiated major steps for gradual elimination of the concept of paper and pen and giving a facelift to the entire functioning of Janata Bhavan, Assam for the benefit of the Employees as well as the public.
